Les avancées contrariées de la restructuration agricole bulgare

Setbacks in the progress of restructuring Bulgaria's agriculture. Before the introduction of reforms in the agricultural sector, the failure of agrarian collectivism was plain to see. Starting in 1991, i.e. after the other countries of Central and Eastern Europe, Bulgaria set up a reform programme, aimed at a radical reorganization of the agricultural sector from top to bottom. However, when priority should have been given to structural measures of an economic nature, what predominated were questions of ownership and the problems associated with the restitution of property. This led to a worsening of the situation in an already weakened sector, marked by an abrupt drop in production, both in vegetable and animal products. Present efforts at restructuring should rely on long-term strategy, applied within the context of an overall economic policy which makes allowance for the interdependencies of the agricultural and industrial sectors.Avant l'adoption de réformes dans le secteur de l'agriculture, l'échec du collectivisme agraire était patent. La Bulgarie a entamé un programme de réforme à partir de 1991, c'est-à-dire après les autres pays d'Europe centrale et orientale, visant à réorganiser le secteur de fond en comble. Alors qu'auraient dû prévaloir les mesures structurelles d'ordre économique, c'est la question de la propriété et les vicissitudes de la restitution des terres qui ont prédominé. Cela a conduit à l'aggravation de la situation d'un secteur déjà fragilisé, se traduisant par une chute brutale de la production, tant pour les produits végétaux qu'animaux. La restructuration actuelle devrait s'appuyer sur une stratégie à long terme, s'insérant dans une politique économique globale ménageant la complémentarité des secteurs agricole et industriel.Blotnicki Laurence.
