Agrarian reform in Lithuania : a third version ? Lithuania's return to indépendance, and the transition from planned to market economy, have called into question the collective model introduced by the Soviet occupying powers after the Second World War. In 1991, former land owners who were victims of the former régime, or the descendants of these land owners, were authorized to re-establish their rights as property owners. At the same time, the law relating to the privatization of agricultural enterprises set a time-limit for the collective acquisition of agricultural means of production.
