Une troisième réforme agraire en Lituanie ?

Agrarian reform in Lithuania : a third version ? Lithuania's return to indépendance, and the transition from planned to market economy, have called into question the collective model introduced by the Soviet occupying powers after the Second World War. In 1991, former land owners who were victims of the former régime, or the descendants of these land owners, were authorized to re-establish their rights as property owners. At the same time, the law relating to the privatization of agricultural enterprises set a time-limit for the collective acquisition of agricultural means of production. For this reason, the transformation of kolkhozy and sovkhozy will be effected according to the model of the owners' association in which each member has his share. This change in ownership relations has brought about new forms of production : family-run enterprises and co-operatives. But certain elements inherited from the collectivist model linger on, and constitute just as many obstacles to the accomodation of entrepreneurial agricultural structures within the new socio-economic environment.Le retour à l'indépendance de la Lituanie et la transition économique plan-marché a mis en cause le modèle collectiviste apporté par l'occupant soviétique après la Seconde guerre mondiale. En 1991, les anciens propriétaires, victimes de l'ancien régime, ou leurs descendants ont été autorisés à retrouver leurs titres de propriété foncière. En même temps, la loi de privatisation des entreprises agricoles a mis un terme à l'appropriation collective des moyens de production agricole. De ce fait, les kolkhoz et les sovkhoz vont être transformés sur le modèle de l'association des propriétaires dans laquelle chaque membre a sa part. Ce changement des rapports de propriété a révélé l'apparition de nouvelles formes de production : l'exploitation familiale et l'exploitation en coopération. Mais certains héritages du modèle collectiviste demeurent présents et constituent autant d'obstacles à l'intégration des structures agricoles entrepreneu- riales au nouvel environnement socio-économique.Maciulyte Jurgita.
