Regulation and cyclical fluctuations of investment in the USSR This paper examines the relation between mechanisms of « regulation by shortage » and cyclical fluctuations of investment in the Soviet economy. After a survey of investment cycles theories, mainly those of the Hungarian school, the author sets up a very simple mathematical model to examine some properties of « regulation by shortage ». With varying assumptions, this regulation mechanism seems to generate mostly damped fluctuations. Finally, the main result of an econometric analysis of the « regulation by shortage » of investment growth in the Soviet Union is presented and commented.
