China's opening of its economy : a new beginning or dead end ? The strategy for industrial development proposed in the 6th 5-year plan (1981-1985) may be defined as one of transition from the extensive development characteristic of the first stages of « socialist » industrialization to a more intensive development. There are two priorities on which this transition depends : technological reform of industrial enterprises, and release of the energy bottleneck.
