La commune rurale polonaise entre l'ordre bureaucratique et l'autogestion territoriale

The Polish rural commune beween bureaucratie administration and territorial self-management. The dead-end in which Polish agriculture finds itself is a consequence of the failure of the policy of gradual socialization of agriculture followed by the Polish leadership. At the receiving end of this policy, since the administrative reforms of 1973, the rural commune (gmina) has proved to be the ground on which the conflict between State and peasant has developed and intensified. Latent tensions arising from the bureaucratic management of the local socio- economic system, and the dysfunctions of a co-operative system controlled by the State, have ended in open conflict over the present methods of organizing agriculture. From the outset of the Polish summer, the peasants joined in the popular movement, seeking social and political renewal by incororating self-management and self-determination within the co-operative framework. As an organized social group, modelled on the independent and self-managing Solidarity, individual peasants gave concrete expression to their desire for participation in the management of agricultural and related activities. Local initiatives have developed within the institutional framework of the commune, to a point where the fundamental aspirations of those concerned, that is, social control of co-operative organization, have emerged unequivocally. This study, based on research in the field, examines the dynamics of the social movement in the countryside, while taking account of the diversity of local conditions in terms of political and social alignments.La situation de blocage de l'agriculture polonaise découle de l'échec de la politique de socialisation graduelle de l'agriculture poursuivie par les dirigeants polonais. Champ d'application de cette politique, depuis la réforme administrative de 1973, la commune rurale (gmina) est devenue le lieu d'émergence et de cristallisation du conflit Etat-paysans. Les tensions latentes liées à la gestion bureaucratique du système socio-économique local, aux dysfonctionnements d'un appareil coopératif contrôlé par l'Etat, ont débouché sur une contestation ouverte du mode d'organisation existant. Dès le début de l'été polonais, la paysannerie s'est engagée dans le mouvement social, cherchant dans l'autogestion et l'autonomisation des institutions coopératives les voies d'un renouveau politique et social. Force sociale organisée, sous la forme du syndicat indépendant et autogéré Solidarité, les agriculteurs individuels ont manifesté concrètement leur volonté de participer à la gestion des activités agricoles et para-agricoles. Les actions entreprises à l'initiative de la base se sont développées dans le cadre institutionnel de la commune, à un niveau où les enjeux fondamentaux, le contrôle social des organisations coopératives, la réanimation de la démocratie locale, apparaissent clairement. Cette recherche, fondée sur des enquêtes de terrain, analyse la dynamique du mouvement social dans les campagnes, en tenant compte de la diversité des situations locales en termes de clivages politiques et sociaux.Maurel Marie-Claude.
