La politique économique chinoise du 1er Plenum du XIe Congrès (août 1977) à la veille du 3e Plenum (décembre 1978)

The Chinese Economie Policies from the 1st Plenum of the Xlth Congress (August 1977) to the 3rd Plenum (December 1978). This article analyses the principal measures taken in the field of Political Economy since the fall of the Clan of Four and more specifically attemps to indicate what orientations issued from the XI Congress of the Chinese National Communist Party (August 1977) and from the V National People's Assembly (February 1978). The article is divided into three parts: agricultural policy (repartition, rural mechanization); industrial policy (financial aspects, rural industrialization); commercial policy (recent data and the principles of foreign trade.) 1) The agricultural policy. After having underlined the precarious situation in food and agricultural production as a whole (the low rate of grain production) and the agricultural workers' lack of enthusiasm to participate in collective production, the author describes the measures implemented to stimulate interest, through better management of the labor force and higher incentives for collective work. Following this, the author threats the problem of agricultural mechanization, where limited progress is forcing the Chinese authorities to question the policy followed since the Cultural Revolution and to propose less ambitious targets, which leave some doubt as to the possibility of achieving mechanization rapidly. 2) The industrial policy. The author illustrates the divergencies between the "radical" line of industrial policy (the Clan of Four) and the "moderate" one (Zhou Enlai, Deng Xiaoping) who chose a return to the centralized mode of development. To undertake the responsibilities latent to centralization, the Chinese state is obliged to establish healthier financial structures and inforce certain measures to restrain the financial freedom of the industrial firms and to increase rentability. These two imperatives (centralization and rentability) compromise the policy for small rural industrialization, which in this context has the dubious advantage of being better than nothing. 3) The commercial policy. First the author furnishes a certain number of statistical data on the composition and the aims of commercial exchange between China and foreign countries from 1972-77, then, he analyses the principles governing China's foreign trade to conclude that if China appears to be opening to a greater extent, this does not imply acceptance of an international division of labor, but rather indicates the general weakness of the economic structure in China. In short, the directions chosen by the new team governing China, markedly influenced by Deng Xiaoping, suggest, and the Chinese themselves are of this opinion, the type of policy for economic development implemented in 1961-65 under the leadership of Liu Shaoqi.L'article analyse les principales dispositions prises en matière de politique économique au lendemain de la chute de la bande des Quatre et plus spécialement cherche à préciser les orientations définies à l'issue du XI* Congrès du Parti communiste chinois (août 1977) et de la V* Assemblée nationale populaire (février 1978). L'article est divisé en trois parties : politique agricole (répartition, mécanisation rurale) ; politique industrielle (aspects financiers, industrialisation rurale) ; politique commerciale (données récentes et principes du commerce extérieur). 1) La politique agricole. Après avoir souligné la précarité de la situation agro-alimentaire chinoise (faible taux de croissance de la production de céréales) et le manque d'enthousiasme des paysans à participer au travail collectif de production, l'auteur décrit les mesures édictées afin de stimuler l'activité des paysans grâce à une meilleure gestion de la main-d'œuvre et une rémunération du travail collectif plus incitatrice ; puis l'auteur aborde le problème de la mécanisation rurale dont les faibles progrès forcent aujourd'hui les dirigeants chinois à remettre en question la voie suivie depuis la révolution culturelle et à proposer des objectifs dont l'ambition laisse sceptique quant aux chances d'une réalisation rapide. 2) La politique industrielle. L'auteur montre les divergences en matière de politique industrielle entre une ligne « radicale » (la bande des Quatre) et une ligne « modérée » (Zhou Enlai, Deng Xiaoping) qui, bien installée au pouvoir aujourd'hui, prône un retour à un mode de développement centralisé. Pour assumer les responsabilités consécutives à la centralisation, l'Etat chinois est obligé de se doter de bases financières plus saines et par suite d'imposer un certain nombre de règles restreignant la liberté financière des entreprises industrielles et exigeant une rentabilité accrue. En outre, ces deux impératifs (centralisme et rentabilité) remettent en cause la politique de petites industrialisation rurale qui manifesta son incapacité à être autre chose qu'un pis-aller. 3) La politique commerciale. L'auteur fournit d'abord un certain nombre de données statistiques sur la composition et les orientations des échanges commerciaux de la Chine avec l'étranger au cours des années 1972-1977 ; puis analyse les principes qui régissent la politique commerciale de la Chine pour conclure que si la Chine semble s'ouvrir davantage sur l'extérieur, cela n'implique pas une acceptation d'une division internationale du travail, mais marque plutôt la faiblesse de la situation économique générale de la Chine. En bref, les orientations de la nouvelle équipe gouvernementale chinoise, très nettement influencée par la personnalité de Deng Xiaoping, suggèrent, et tel est le sentiment des Chinois eux-mêmes, un retour au type de politique de développement économique mis en œuvre durant les années 1961-1965 sous la tutelle de Liu Shaoqi.Pairault Thierry.
