Development of Planning and Management Methods of Polish Foreign Trade. The author starts by presenting the links between the methods of management of foreign trade and the general polish planning system. In this part he brings out the main features of the traditional policy of centralized planning of the polish foreign trade. According to the author, the changes in the over all structure of polish foreign trade since the war, justified the introduction of a mixed planning system which included several elements of flexible planning. This was done by means of economic calculation based on efficiency analysis and by increasing the decision-making powers of lower bodies. This lent more flexibility to the system. The detailed planned indexes, given in physical terms, are frequently replaced by aggregative value indexes. The role payed by economic incentives, especially profit, is increased. The author presents further the theoretical foundations of this model for optimizing foreign trade and discusses the criteria on which this is based. He likewise studies the possibilities of using his model in practice, especially as a part of the bonus system to further export efficiency. A study of the polish pharmaceutical industry is then presented as an example of this policy. The perspectives for the development of the polish system of foreign trade planning and management are given in the conclusion. The author suggest a price reform, which in principle has already been accepted by the government. This reform would align more closely the internal prices for materials (used for production of exported goods) to the world prices, would take into account possiblities of substituting imported goods and would help to improve the equilibrium in the balance of trade. In the authors view, this policy would bring consistency to the accounting system by establishing similar criteria for central foreign trade authorities and for the enterprises. The sechanges would be progressively instituted through the introduction of new rules on the polish financial system : différenciation of the polish exchange according to monetary zones, introduction of taxes and charges, subsidies and custom duties and new methods of taxing socialist enterprises. It would be necessary to reform the incentive system and to slowly introduce, on differing scales according to the industry, the economic tools of plan implementation.L'auteur présente d'abord les liens qui existent entre les méthodes de gestion du commerce extérieur et le système polonais de planification et définit le système traditionnel centralisé de planification du commerce extérieur. Les changements intervenus dans la structure du commerce extérieur de la Pologne depuis la guerre expliquent qu'il a été nécessaire d'adopter un système de planification mixte incluant les éléments d'une planification incitative. On introduit dans ce but les méthodes d'analyse d'efficience basées sur le calcul économique et on rend le système de planification plus élastique en augmentant la sphère de décision des échelons inférieurs. Les indices du plan, détaillés et présentés en quantités physiques, se transforment de plus en plus en indices agrégés en valeur. On étend aussi le domaine d'action des stimulants économiques et notamment celui du profit. L'auteur expose ensuite les bases théoriques du mode général d'optimalisation du commerce extérieur et discute les critères de cette optimalisation ; il essaie de présenter les possibilités d'applications de ce modèle dans la pratique et notamment dans le cadre du système des primes pour l'efficience des exportations. Une expérience effectivement entreprise, dans ce domaine, dans les industries pharmaceutiques polonaises est également discutée. L'auteur donne en conclusion les perspectives de l'évolution future du système de planification du commerce extérieur polonais. Il envisage une réforme des prix, déjà décidée par le gouvernement polonais, rapprochant les prix d'approvisionnement en matériaux pour la production exportable des prix mondiaux, tenant compte des possibi- tés de substitution et agissant comme facteur d'équilibre de la balance commerciale. Le compte des résultats du commerce extérieur sera ainsi intégré dans les comptes des entreprises nationales. Pour aboutir à des transformations qu'il ne sera possible de réaliser que progressivement, il faudra introduire de nombreux éléments qui n'ont pas été utilisés jusqu'alors dans le système financier polonais, comme les cours de change différenciés par zones géographiques, le système de droits et des charges, les subventions et droits de douane et il faudra changer les principes d'imposition des entreprises socialistes. Une révision du système des stimulants s'impose aussi, de même qu'un recours différencié aux instruments économiques du plan suivant les branches d'activité.Trzeciakowski Witold.
