Medicare was adopted in 1965, at the same time as Medicaid – a program that is specifically intended for citizens with low income. Medicare was the condensed political answer to a national health insurance model that reformers had long dreamed of in vain. It offered health coverage to seniors (and, as of 1972, to persons with disabilities), and covered hospital and medical care but neither prescription drugs dispensed during ambulatory care, nor long-term care.
