La laïcité en Turquie

This article takes the obvious paradoxes of the Turkish secularism as its starting point and underlines, at the first hand that, the duality of the late Ottoman reforms (19th-20th Centuries) which allowed, at once, the Westernisation and the Islamisation of the country. It suggests thereafter that this duality is resolved by the transformation of the current Turkey into a religiously homogeneous country (almost 100% of Muslims). This transformation was due to a coercive process, including the extermination of the Armenians in 1915. It remarks, however, that in stead of the old Ottoman duality, a new duality, between Islamisation and Turcification emerged with the foundation of the Turkish Republic. The third part of the article is consecrated to the analysis the specificities of the Turkish secularism which considers sunnism as the by defaut national religion, that the state uses as a "national resource”. Finally, the article suggests that the secularism permits to the Turkish state to define some categories of the society as the political foes and to warrant the predominance of the non-elected bodies within the political space.Partant d’apparents paradoxes de la laïcité turque, cet article s’interroge dans un premier temps sur la dualité des réformes ottomanes des XIXe et XXe siècles qui assurèrent, en même temps, l’occidentalisation et l’islamisation du pays. Il suggère, ensuite, que cette dualité est surmontée par la transformation de la Turquie actuelle en un pays presque à 100 % musulman, résultat qui ne fut atteint qu’au terme d’un long processus marqué, notamment, par l’extermination des Arméniens en 1915. De même, il souligne qu’à l’ancienne dualité ottomane succéda une nouvelle dans la Turquie républicaine dont les termes sont islamisation et «turcification». Il analyse, en troisième lieu, les spécificités de la laïcité turque qui considère l’islam sunnite comme la religion par défaut de la nation, devant, par conséquent être prise en charge par l’État lui-même et utilisée comme une «ressource nationale». Enfin, il montre combien, en tant que dispositif de pouvoir, la laïcité permet de définir l’altérité politique, et partant de l’inimitié, ainsi que de la prédominance d’un corps non-élu comme l’arbitre de l’espace politique.Bozarslan Hamit.
