The Act on the Old Age Pension Scheme for Industrial and Farm Workers (Loi sur les Retraites Ouvrières et paysannes, or «ROP», dated April 5, 1910), inaugurates a compulsory insurance dynamic and an interventionist logic in the social field, which prefigure the future French Welfare State. However, this particular legislation is also the political conclusion of a long intellectual and social process beginning in the mid nineteenth century which led to the problem of aged workers being institutionalised as a political question and legitimised as a field for public intervention.
