Alexandre Dormeier-Freire & Jean-Luc Maurer In a context of political and economic turmoil, Indonesia initiated a decentralization process meant to restore some order through the introduction of a new administrative format. Going against a tradition of centralization ingrained in the Indonesian unitary state, the 1999 laws establishing regional autonomy have been prepared and implemented in an erratic way. Since then Indonesia has faced a crucial dilemma of adjusting the new bureaucratic setup in order to preserve national unity without excessively curtailing the new autonomy enjoyed by the troubled regions.
