La statistique, miroir de l'histoire

Statistics reflect History - This article reports on the three-day meeting held on June 23d, 24th and 25th, 1976 at Vaucresson, , organized by INSEE's Research Unit regarding statistics history. Set up since last year, the plan which joined together historians and statisticians had two aims : — on the one hand, carrying on the sources'history, in other words stating when and where statistics appear; — and on the other, on account of the teachings of experience, to arrive to a right understanding of the present and its requirements in order to elaborate good statistics in the future. In charge of the studies dealing with the past, the historians ensured practically the whole of communications. Soms of them dealt particularly with statistics'history; others pointed out that they appeal to statistics when tracing important evolutions; finally, some historians, with great care of the forthcoming history, framed the outlines of a proper recording, calling in question the existing : practices. The different interventions seem to show a development of data according to three leading ideas which will interfere one after another. First of all, censuses of population. Such statistics do not make a clear distinction between individuals and cattle or estate; they are conceived for the appraisal of a Government's wealth and meant for it; — then, becoming more numerous, statistics become social and even « moral ». — finally, requirements of an industrial state, advance in knowledge and parliamentarism will converge in order to give rise to « modern statistics ». As interventions go along, links between a society and its statistical system becomes progressively apparent : do statistics depend more on social and political history than on advance in knowledge? This important question is in the heart of any history of statistics and the three-day meeting held at Vaucresson, is no doubt, an important stage.Cet article présente un compte rendu des trois journées d'étude organisées par l'Unité de recherche de l'INSEE sur l'histoire de la statistique (Vaucresson, 23-24-25 juin 1976). Mis en œuvre depuis un an, ce projet qui réunissait historiens et statisticiens avait deux objectifs : — d'une part faire l'histoire des sources, c'est-à-dire préciser quand et pourquoi apparaît une statistique; — et d'autre part, tirant des leçons du passé, comprendre le présent et ses besoins, pour faire de : bonnes statistiques; demain. Responsables des études sur le passé les historiens assurèrent la quasi-totalité des communications. Certains ont traité plus spécialement de l'histoire des statistiques; d'autres ont montré l'usage qu'il faisait de l'information chiffrée pour retracer les grandes évolutions; enfin quelques- historiens, prenant soin des matériaux de l'histoire future, ont dessiné les contours d'un bon. archivage, tout en montrant parfois des inquiétudes à l'égard des pratiques actuelles. Les diverses contributions semblent témoigner d'un développement de l'information chiffrée selon trois idées directrices qui vont intervenir successivement, et bien entendu laisser des traces : — on a tout d'abord les dénombrements de population. Ces statistiques distinguent mal les individus du bétail ou des terres possédées; elles sont conçues pour apprécier les richesses d'un État et lui sont destinées; — ensuite avec la conquête du nombre, les statistiques deviennent sociales voire «morales »; — enfin les besoins d'un État industriel, les progrès scientifiques et le parlementarisme vont converger pour donner naissance aux « statistiques modernes ». Au fil des interventions, les liens qu'une société entretient avec son système statistique se sont dégagés progressivement : la statistique est-elle davantage subordonnée à l'histoire sociale et politique qu'au progrès scientifique? Cette interrogation majeure est au cœur de toute histoire de la statistique, dont les trois jours de Vaucresson constituent sans aucun doute une étape importante.La estadîstica, reflejo de la historia - Este artículo ofrece un informe relativo a los tres dias de estudios organizados por la Unidad de; investigaciones del INSEE referente al historial de la estadistica (Vaucresson, 23, 24 y 25 de junio de 1976). El proyecto, en preparación desde el afio pasado, el que reunía historiadores y estadísticos, tenía dos objetos : — por un lado, realizar el historial de las fuentes estadisticas, es decir precisar cuando y por que motivo aparece una estadîstica; — y por el otro, sacando provecho de la experiencia del pasado, compenetrarse de los requerimientos presentes para, el día de manana, elaborar buenas estadísticas. Responsables de los estudios referentes al pasado, los historiadores tuvieron a cargo poco más o menos la totalidad de las intervenciones. Algunos de ellos trataron en especial del historial estadístico; otros definieron la utilización de los datos cifrados para reseñar sus grandes evoluciones; por ultimo, algunos de ellos, teniendo en cuenta los materiales de la historia futura, delinearon los contornos de un buen archivo a la par que manifestaban alguna que otra preocupación con relación a las prácticas actuales. Las diversas ponencias atestiguan, al parecer, un desarrollo del informe cifrado en conformidad con tres ideas directrices que intervendran sucesivamente y, por descontado, dejarán huellas : — en primer lugar, los recuentos de población. Dichas estadisticas hacen una distinciôn algo indefinida entre individuos y ganado o tierras; están elaboradas con objeto de valorar el caudal de un gobierno al que se le destinan; — a continuación, al incrementar su importancia las estadisticas se van tornando sociales e incluso : rematan « morales »; — finalmente, las necesidades de un estado industrial, los adelantamientos cientificos y el parlamentarismo convergirán para dar origen a « estadisticas modernas ». A medida que iban suciendo las ponencias, los contactos que una sociedad va manteniendo con su sistema estadisticossfueron desprendiendo progresivamente : está más subordinada la estadistica a la historia social y política que a los adelantos cientificos? Esta importante interrogante esta en el moello de cada historial de la estadistica y los tres días de estudios llevados a efecto en Vaucresson constituyen ciertamente una etapa de consideración.Girardeau.
