In the early 1970s, local public transport planning and management was market by the emergence of new local governments. The public policies which they adopted raised the problem of links between regional and urban networks. Front a comparative study of five cases in four European countries — France, Great Britain, Italy and Germany, the article considers how these new actors appeared.
