Abstract : For the past two centuries, the reform of our local political and administrative system has been a subject of debate. The socio-economic and political contexts have changed but the system, as well as the desire for reform, have remained. The municipality still plays a leading role even if the number and variety of intermunicipal structures have increased. Today, in large towns, and even urban regions, the homogenisation of social habits no longer respects municipal boundaries - which, for the proponents of reform, would seem to justify the creation of a single management organisation — and is accompanied by both an increase in intermunicipal cooperative structures, at different spatial scales, and a reinforcement of municipal power. The study of the institutional relationships within the Grenoble urban region illustrates the ambivalence of the policies of municipalities wishing to preserve their own functions while at the same time increasing co-operation with their neighbours.Ni avec toi ni sans toi. Les contextes socio-économiques ou politiques changent mais le système demeure ainsi que la volonté réformatrice. La commune joue toujours un rôle prépondérant même si le nombre et la variété des structures intercommunales se sont accrus. Aujourd'hui au sein des agglomérations, voire des régions urbaines, l'homogénéisation des pratiques sociales transgressant les frontières communales, qui semblerait fier la création aux yeux des réformateurs d'une institution unique de gestion, s'accompagne à la fois d'une multiplication des structures de coopération intercommunale à diverses échelles territoriales et d'un renforcement du pouvoir communal. L'étude des rapports institutionnels au sein de la région urbaine grenobloise illustrera l'ambivalence des politiques des communes soucieuses de préserver leur fonction tout en renforçant leur coopération avec leurs voisines.Martin Samuel.
