Abstract : Although the mountains of Morocco have their own particular human and physical characteristics, the problems relating to their development are comparable in many ways to those encountered in mountain areas elsewhere in the world, including the more developed countries. Despite the relative importance of the Moroccan mountains, with regard to both the area they cover and their population, and despite their numerous handicaps, they have only benefited from limited assistance from the State. Although sound rural planning in mountain areas must go beyond the traditional approach, which has tended to be centralised and from the top down, the governments role has remained both very technical and sectorial.
