La montagne dans la politique d'aménagement du territoire du Maroc /The place of mountain areas in Morocco's national planning and development policies

Abstract : Although the mountains of Morocco have their own particular human and physical characteristics, the problems relating to their development are comparable in many ways to those encountered in mountain areas elsewhere in the world, including the more developed countries. Despite the relative importance of the Moroccan mountains, with regard to both the area they cover and their population, and despite their numerous handicaps, they have only benefited from limited assistance from the State. Although sound rural planning in mountain areas must go beyond the traditional approach, which has tended to be centralised and from the top down, the governments role has remained both very technical and sectorial. It is therefore time to adopt a more unified approach to the development of mountain areas, based on more consultation and carefully integrated within the country's national planning and development policies.La montagne dans la politique d'aménagement du territoire au Maroc The place of mountain areas in Moroccos national planning and development policies Said Boujrouf Résumé : Bien que s' appliquant à des aux caractéristiques physiques et très particulières, les problèmes du développement de la montagne marocaine présentent nombreuses analogies avec ceux qui sont rencontrés ailleurs dans le monde, y compris les pays plus développés. Malgré la place importante qu'elles occupent, par leur comme par leur population, et malgré nombreux handicaps dont elles souffrent, montagnes marocaines n'ont que bénéficié des aides de l'Etat. Alors qu'un aménagement rural montagnard adéquat doit absolument dépasser l'approche qui est plutôt centralisatrice et l'action étatique est restée très techniciste sectorielle. Il est donc temps d'opter pour politique de la montagne concertée, contractuelle, s'intégrant harmonieusement dans politique nationale d'aménagement du territoire.Boujrouf Saïd.
