Trois types d'intervention du tourisme dans l'organisation de l'espace littoral

Three ways in which the tourist industry can influence the development of coastal regions. Study of the tourist industry should not be regarded an as end in itself. It should be a means of helping geographers to understand the consequences of the appearance of a new element into the group of activities and the inter-play of forces which give definition to a region, and into the system of relationships on which its organisation is based. This article intends to raise a few points about the latter point. It is also intended to be a first applied typological approach to the Mediterranean coast. Three different categories of tourism in the coastal areas were distinguished, using the following criteria : — The size of population, the vitality of its activities before the introduction of tourism, the spontaneous or private nature of the tourist facilities provided, the localised or extensive nature of the touristic area. — The Costa Brava Type : — A rocky coastline, without hinterland but very specialised. There are many very old harbours. There are various traditional activities which have developed irregularly. There is no unity. The countryside, however, the climate, its situation are particularly attractive. The area has undergone considerable changes due to the natural growth of tourism, which has ended its isolation and given it a function unity and organisation. It has also, however, altered the landscape and the social and spiritual values of the people. — The Rumanian-Bulgarian Type : — Here the facilities arrived before the tourists. The resorts (Mamaia, Golden Sands, etc.) are very localised and are strictly functional, holiday-playgrounds in their pure form. They scarcely affect the previous organisation of the region which comes within the sphere of influence of the large ports (Constantza, Varna, Burgas). — The Languedoc-Roussillon Type : — Here there is the will to develop tourist potential, hitherto neglected, in an extensive area. The aim is to involve the hinterland in this effort to improve the region. This concerted action, within the framework of the development policy for the region, should result in a functional and rational development of the area.Plutôt qu'une fin en soi, l'étude du tourisme doit être, pour le géographe, un moyen d'appréhender les effets de l'apparition d'un nouvel élément dans le complexe d'activités et de rapports de forces qui définissent une portion de l'espace et dans les systèmes de relations qui le structurent. Cet article a pour objet de proposer quelques réflexions sur ce dernier terme et une première approche typologique appliquée au littoral méditerranéen. A partir de trois séries de critères (degré d'occupation et plus ou moins grande vitalité des activités antérieurement à l'apparition du tourisme ; caractère spontané ou volontaire des équipements ; caractère ponctuel ou continu des implantations), trois types d'intervention du tourisme dans l'espace littoral ont été reconnus : — le type Costa Brava : un littoral rocheux, sans hinterland mais très articulé, aux nombreux petits ports précocement occupés, aux activités traditionnelles très diverses mais d'un dynamisme inégal, sans unité, mais dont les paysages, le climat, la situation sont particulièrement attractifs, est bouleversé par l'intervention spontanée du tourisme qui lui apporte, avec le désenclavement, une organisation et une unité fonctionnelles, mais compromet à la fois ses paysages et ses valeurs sociales et spirituelles ; — le type roumain-bulgare, où les équipements ont précédé la venue des touristes. Les « stations » (Mamaia, Les Sables d'Or...) représentent un type d'implantation ponctuel, rigoureusement fonctionnel, un espace-vacances à l'état pur. Mais elles ne modifient guère l'organisation antérieure de l'espace fondée sur le pouvoir de commandement des grands ports (Constantza, Varna, Bourgas) ; — le type Languedoc-Roussillon, où s'affirme la volonté de mettre en valeur, sur un espace continu, un potentiel touristique jusqu'ici délaissé, avec le souci d'entraîner l'arrière-pays dans cet effort de promotion régionale. Cette action concertée, dans le cadre de la politique d'aménagement du territoire, devrait aboutir à une organisation fonctionnelle et rationnelle de l'espace.Barbaza Yvette.
