The economics of scientific research is today the scene of an intense debate: what are the characteristics of the outputs of this activity, and what can one deduce from these in terms of a scheme of incentives and organisation? The vagueness of the answers so far made to these questions is a result of the fact that here two research programs are in confrontation with each other.
