Economic reforms in socialist systems have been characterised by their necessity and their difficulty. Being defined by a comprehensive project of intra-systemic change aiming at a significant evolution in the type of regulation and growth, through the development of horizontal relations and the reduction of vertical relations in the economy, they have often been defeated by the inertia of the « systemic complex » and by the prevailing structure of social interests.
