The United States and Salvador: A Policy Without Nuance, by William D. Rogers The moment it came into office, the Reagan Administration chose to turn Central America into a test case of its firmness vis-a-vis Moscow. The novelty lay not so much in what the new Administration did in Salvador, but rather in what it said. Carter had already committed himself to the Duarte regime, and had implemented a program of military support. The presentation of the conflict in Salvador as a test of wills between the United States and the Soviet Union is instead new.
