The institution of provisional enforcement for judicial rulings in non-repressive matter in Cameroonian and foreign country law is aimed at one common objective : to upset dilatory manœuvres often undertaken by the loosing party. Only the fighting means differfrom one country to another. Designed to solve a problem of political nature, the 1974 Cameroonian Act in this field, amended in 1979 and 1984, has been generalised in ail the other cases. And for that purpose this Act has become, for the local judiciary System, a source for new concrete difficulties : instead of protecting only the party who has won the case, it keeps on protecting the looser too ; the Public Prosecution surprisingly wield exorbitant powers as it fully plays the role ...
