An ex ample of participative democracy : the « citizens'conference » on genetically modified organisms A Citizens'Conference on genetically modified plants took place on 20 and 21 June 1998, under the auspices of the [French] National Assembly. The model of these « Citizens'Conferences » comes from Denmark, the first country to use this new means of deliberation on scientific and technical issues. How has this method been adapted to the French situation ? What is it political significance ? What is the basis of the legitimacy of deliberations of fifteen lay people ? Is this a new mode of consultation at the disposal of political decision-makers, or should conferences be considered merely contributions to the public debate on contested issue...
