Water policies in Europe. Bernard Barraqué. France's originality, with its important oligopolistic groups of urban services and its water agencies which organize the economic solidarity of water resource users in catchment areas, is confronted with the experience of other European countries. Water distribution was almost everywhere a municipal function, but the crisis of the model led to experiments in privatization as well as management at the supra-municipal level, and in transversal urban services. The public/private debate is becoming somewhat obsolete from the environmental perspective which permeates water services as well as the management of the resource and its sharing by increasingly numerous and demanding actors.
