Recent progress in the knowledge of the limitations of the state's power on society (e.g. the « popular modes of political action » approach) gives additional evidence against the theses opposing national politics and international relations. It also provides evidence that in any political System, subordinate groups or minorities can be active and escape (at least partially) the rigors of the rulers. A case study of domestic and international politics in Eastern Africa reveals the relevance of the local concepts of political rule and of the domestic modes of economie activity.
