THE PARTY SYSTEM IN ITALY, by GENEVIÈVE BIBES Despite Italy's permanent historical heritage and the pressure from the international System which limit the scope of change in the country, the June 1976 elections did mark an important turning point. By accentuating the bipartite nature of the party System — 34.4 percent of the votes cast being for the Communist Party and 38.7 percent for the Christian Democrats — they made the experiment with a " big coalition " inevitable, the Socialist Party being humiliated by its setback and unwilling to return to the centre-left. However the persistence of an acute economic and social crisis, reflected in the high level of unemployment (1.6 million) and worsening terrorism, increased the vulnerability of a formula which is particularly difficult to manage. This was illustrated in both the by-elections — communal or regional elections, and the two referendums, held in 1978, which altered the balance of power between the parties (the Italian Communist Party was the first victim, sustaining losses which were often severe), and revealed a general dissatisfaction with the parties which again raises the question of the relationship between civil and political society. En accentuant le caractère bipartite du système partisan — 34,4 % des suffrages exprimés pour le Parti communiste, 38,7 % pour la Démocratie chrétienne — elles rendaient inévitable l'expérience d'une « grande coalition », le Parti socialiste humilié par son échec n'étant pas disposé à accepter un retour au centre-gauche. Cependant la permanence d'une crise économique et sociale aiguë que traduisent le niveau élevé de chômage (1 600 000 personnes) et l'aggravation du terrorisme, accroît la fragilité d'une formule particulièrement difficile à gérer. Les consultations partielles — élections communales ou régionales — comme les deux référendums, tenus en 1978, en ont tous porté témoignage en modifiant l'équilibre des forces entre les partis (le PCI en a été la première victime, enregistrant des pertes souvent sévères) et en mettant en lumière un mécontentement général à l'égard des partis qui repose toute la question des rapports entre société civile et société politique.
