The administrator and the deputy in France, by Ezra Suleiman There is a gulf between deputies and civil servants, the origins of which are political and historical rather than strictly social. Any analysis of the relationship between politicians and civil servants must take into account the bitter struggle between the two groups at the time of the Third Republic, when the civil servants were claiming security and independence while the deputies were seeking political control. Today, however, the aims of the present regime and of civil servants can be seen to be growing closer together owing to the fact that a majority party has been in power for the past fifteen years.
