Latin America: the long road to integration, by Hélène Graillot A desire for unity emerged in Latin America after the wars of independance. The failure of attempts at political unification during this period led the Latin American states to choose a less direct approach and to develop procedures which have led to the setting up of the panamerican system. The force behind the integration movement is essentially political and comes from the need for security. After the second world war, the necessities of the political and economic development brought the question of integration to the centre of the preoccupations of the Latin American states. Warned by past failures they have abandoned political integration for the time being to concentrate on economic integration. Nonetheless the problems already raised by the trials and errors of the past remain acute - in particular the question of the limits, the degree and the nature of integration and the relationship an integrated unit would have with the United States. Moreover the political and economic problems inherited from the past and the revival of nationalism seriously limit the power of the institutions that have been established. The attempts made to weather the present crisis in integration have led to the replacement of technocrats by politicians and to the search for new solutions, the most promising of which could be that of gradual integration.La longue marche de l'Amérique latine vers l'intégration, par Hélène Graillot Les aspirations unitaires se manifestent en Amérique Latine dès la fin des guerres de libération. L'échec des tentatives d'unification politique aux lendemains de l'indépendance conduit les Etats latino-américains à choisir une approche moins directe et à développer des procédures de concertation qui se traduisent par l'institution du système panaméricain. Le moteur du mouvement d'intégration est essentiellement politique et répond à des préoccupations de sécurité. Après la deuxième guerre mondiale, les nécessités du developpement politique et économique ramènent la question de l'intégration au centre des préoccupations des Etats latino-américains. Instruits par les échecs du passé, ceux-ci délaissent la voie de l'intégration politique pour faire porter leurs efforts sur la mise en place d'un système d'intégration économique. Les questions déjà soulevées par les tentatives des périodes antérieures se reposent malgré tout avec acuité, particulièrement celles qui concernent l'extension, l'intensité, la nature de l'intégration et ses rapports avec les Etats-Unis. D'autre part, les problèmes politiques et économiques hérités du passé et la renaissance du sentiment national limitent sérieusement la portée des organismes mis en place. Les tentatives faites pour surmonter la crise actuelle du processus d'intégration ont conduit à la relève des techniciens par les hommes politiques et à la recherche de solutions nouvelles dont la plus prometteuse pourrait être celle de l'intégration « parcellaire ».Graillot Hélène.
