Latin America: the long road to integration, by Hélène Graillot A desire for unity emerged in Latin America after the wars of independance. The failure of attempts at political unification during this period led the Latin American states to choose a less direct approach and to develop procedures which have led to the setting up of the panamerican system. The force behind the integration movement is essentially political and comes from the need for security. After the second world war, the necessities of the political and economic development brought the question of integration to the centre of the preoccupations of the Latin American states.
