Politics of the Greek Nation State with regard to the diaspora. Michel Bruneau. The greek diaspora existed even before the Nation-State which owes her much. Although it very early appeared as necessary to establish a policy of this State towards the diaspora, it took a long time enforcing it. This is due not only to the difficulties which the Greek State came up against until after the Second World War, but mostly to its logic of territorial expansion in the Balkan peninsula and in the islands, as well as to the need to settle on its territory and integrate more than one million refugees from Asia Minor and Eastern Thrace. This policy, which appeared after the Civil War, meant to prevent the loss of identity among Greeks in North America, who ran the risk of assimilation, and to encourage them to provide economical aid to an ailing Greece. It did not acquire significance until the eighties and nineties, when some institutions were created in order to develop the links with the diaspora : General Secretariat for the Greeks Abroad, World Council of Hellenes Abroad. In order for those institutions to fully play their parts, organizing and coordinating the networks of a globalized Hellenism, they would need to be made truly independant from the greek government which is now virtually their sole source of funds and has a too centralizing aim.Politiques de l'État-nation grec vis-à-vis de la diaspora. Michel Bruneau. La diaspora grecque est antérieure à l'existence de l'État-nation qui lui doit beaucoup. Bien que la nécessité d'une politique de cet État vis-à-vis de la diaspora soit apparue très tôt, sa mise en œuvre a tardé. Cela est dû non seulement aux difficultés rencontrées par l'État grec jusqu'après la seconde guerre mondiale, mais surtout à sa logique d'expansion territoriale dans la péninsule des Balkans et dans l'archipel, ainsi qu'à la nécessité d'installer sur son territoire et d'intégrer plus d'un million de réfugiés d'Asie Mineure et de Thrace orientale. Cette politique, apparue après la guerre civile, visait à éviter la disparition de l'identité chez les Grecs d'Amérique du Nord, menacés d'assimilation, et à les inciter à aider économiquement la Grèce en difficulté. Elle n'a pris une certaine ampleur qu'à partir des années 1980-90, au cours desquelles ont été mises en place des institutions destinées à développer les liens avec la diaspora (Secrétariat et Conseil des Grecs à l'étranger). Pour que ces institutions jouent pleinement leur rôle d'animation et de coordination des réseaux d'un Hellénisme mondialisé, il faudrait les rendre véritablement indépendantes de l'État qui, actuellement est leur bailleur de fonds quasi exclusif et a une vision trop centralisatrice.Bruneau Michel.
