Obstacles to citizenship : immigration and naturalization in the Federal Republic of Germany. Jurgen FIJALKOWSKI Due to their numbers and geographical concentration, foreigners in the RFA tend to constitute new « ethnic minorities ». This paper underlines legal obstacles to the acquistion of citizenship, even for those foreigners who have been living in Germany for over ten years. Acquisition of German citizenship is granted through naturalization, and is subject to discretionary decisions by the authorities, and granted only if the candidate fulfils conditions pertaining to economic, social and cultural integration.
