In the deregulation of areas of the public sector, the persistence of deformed price structures, public service obligations and certain disadvantageous historical costs result in a bias in nascent competition. This article reviews the solutions to such problems in the US, primarily through price readjustments in public sector firms, together with the determination of adequate access charges imposed on competitors. As a guide to regulatory action needed in the period of transition in which we live, the author states the conditions which would ensure a principle of competitive parity between old and new firms in the sector.
