Les étrangers à Paris sous la monarchie de Juillet et la seconde République

SUMMARY The expansion of Paris from 1825 to 1850 attracted a great number of foreigners; among them we find famous travellers, scholars, bankers, emigrant nobles, political refugees, etc... but, essentially, the movement concerned craftsmen and workers in the various branches of industry in Paris. Due to the lack of data on foreigners prior to the 1851 census, the present estimate is based on the Bulletin de Paris (a daily report of the Chief Commissioner of Police to the Home Secretary), the General Report of the Prefecture and the Statistics of industry in Paris, which give the results of a special survey. This estimate provides us with an order of magnitude of the development and structure of the foreign colony which grew from about 45 000 in 1830 to 180 000 at the beginning of 1848. The number fell dramatically with the Revolution and in 1851, there were a little under 64 000 foreigners in Paris. Almost all these migrants were men. Due to the poor living conditions among craftsmen and peasantry in their home countries (except England), these migrants continued to arrive even during the depression years (1835-1837 and 1843-1846). The home countries of their foreigners are as follows, classified in decreasing order : Germany, Belgium and the Netherlands, Italy and Savoy, Switzerland, England, Poland, Spain.Le problème des étrangers dans une ville a pris une apparence particulière à l'époque du progrès de l'industrie posant des problèmes économiques, sociaux et soulevant aussi des questions statistiques. En telle matière, les documents sont rares, même pour la région parisienne. M. Jacques Grandjonc, chargé d'enseignement et de recherche d'études germaniques à l'Université de Provence, a dépouillé des documents d'un grand intérêt sur la population étrangère à Paris, au milieu du XIXe siècle. Les difficultés statistiques ont pu être surmontées de façon assez satisfaisante. Déjà s'accuse nettement la distinction entre les étrangers riches faisant prospérer les affaires et les ouvriers qui posent divers problèmes d'accueil et d'adaptation.RESUMÉN El numero de extranjeros atraídos рог el crecimiento de Paris entre 1825 y 1850, es bastante alto. Se encuentran entre ellos algunos viajeros famosos, sabios, banqueros, nobles y refugiados politicos etc.. y, sobre todo, artesanos y obreros empleados en las industrias parisinas. Por la falta de datos estadisticos sobre los extranjeros antes del censo de 1851, la présente estimación se basa en el Boletin de Paris (informe diario de la prefectura de policia al Ministra de Gobernación), en el Informe General de la Prefectura de Policia y en las estadisticas de la Industria de Paris que proporciona los resultados de una encuesta especial. Estos elementos permiten conocer aproximadamente la evolución y la estructura de la colonia extranjera que, en 1830, contaba con 45.000 personas y al principio del ano 1848 con 180.000. Disminuyó mucho durante la Revolución pero, ya en 1851, alcanzaba casi a 64.000. La mayor parte de los migrantes eran varones. Debido a la pobreza de los artesanos y de los campesinos en los paises de emigración (menos Inglaterra) las crisis de 1835-1837 y 1845-1846 no tuvieron mucho efecto sobre esas migraciones.
