This article analyzes changes undergone in Spanish telecommunications policy over the last few decades. Centred upon the transformation experienced by this sector in the 1990s, it examines the conversion of a monopoly-based system into a regime based upon free competition. Allied to a simultaneous privatization of the historical monopolistic operator, this process led to great change in the sector. Over a relatively short period, the form of public intervention, their institutional structure and the configuration of actors involved all changed radically.
