Une politique étrangère commune : l'heure de vérité ?

A Common Foreign Policy: The Moment of Truth?, by Alain LAMASSOURE The term card of European foreign policy can be summarised in one word: insignificance. If, within Europe, the European project has succeeded so well that foreign policy has no more raison d'être, outside Europe, on the other hand, where this is all the more necessary, European policy is content with speeches without action, and financing without conditions. Thus, since the fall of the Berlin wall, on such important subjects as war and peace, democracy and development, nothing would have been different in the world without the Union and its gentlemen's club. Therefore it is time that the Union took charge of its defence and its security, affirming with strength a common foreign policy, re-evaluating the definition of threats, ending the illusion of living in a world where conflicts involve only others. For this there are a number of institutional reforms that are necessary: separating diplomacy from community, revising and harmonising national foreign policies, and taking another look at what constitutes the common destiny.Le bilan de la politique étrangère européenne peut se résumer d'un mot : l'insignifiance. Si, en Europe, l'entreprise européenne a si bien réussi que la politique étrangère n'y a plus de raison d'être, hors d'Europe, en revanche, ou celle-ci est plus que jamais nécessaire, la diplomatie européenne se contente de discours non suivis d'action, de financements jamais assortis de conditions. Ainsi, depuis la chute du mur de Berlin, sur les grands sujets de la guerre et de la paix, de la démocratie, du développement, rien n'aurait été différent dans le monde sans l'Union et son « club de gentils membres ». Il est donc temps pour l'Union de prendre en charge sa défense et sa sécurité. D'affirmer avec force une politique étrangère commune. De revoir sa définition des menaces. D'en finir avec l'illusion de vivre dans un monde ou les conflits ne concernent que les autres. Il lui faut pour cela faire les réformes institutionnelles qui s'imposent, séparer le diplomatique du communautaire, réviser et harmoniser les politiques étrangères nationales, et repenser enfin ce qui fait l'unité de son destin.Lamassoure.
