II THE STATES Internal and Foreign Policies in the United States : the 20th Century Parenthesis, by Guillaume Parmentier The period between 1917 and 1989 is often portrayed as having given American Presidents a greater reign to oversee and détermine foreign policy ; coinciding with an increase in US international responsibilities and the advent of nuclear deterrence. Since the end of the Cold War, Congress has been actively reasserting its traditional predominance over the Executive in this matter, suggesting a return to the situation as it was at the turn of the 20th century. By contrast with that period, uncertainties today over what is defined as the "national interest", the litmus test for American intervention abroad, demand that significant efforts be mobilized in the study of American international politics in order to understand American foreign policy.En 1917, les Etats-Unis intervenaient, pour la première fois de leur histoire, dans un conflit européen, rompant avec plus d'un siècle d'isolement. Pourtant, la doctrine de Monroe n'a pas cessé de hanter la conscience des Américains, qui regrettent ces temps idylliques où ils se sentaient protégés, de par leur Constitution, des troubles affaires des autres nations. Cette attitude connaît un regain de vigueur depuis la fin de la guerre froide, l'opposition frontale entre les deux blocs ne justifiant plus ni l'intervention permanente des États-Unis dans les problèmes du globe, ni la prééminence du président américain dans la conduite de la politique étrangère. Soit autant d'entorses aux principes constitutionnels d'une Amérique où les mécanismes régissant la politique intérieure déterminent, plus que dans tout autre pays, la politique extérieure.Parmentier Guillaume.
