Human Security: Individuals' Security in a Changing World, by Lloyd Axworthy Since the end of the Cold War the majority of states have seen an improvement in their security, while that of the world population has deteriorated. Over the past decade new civil conflicts have erupted and large-scale atrocities have been perpetrated on civilian populations in particular. From now on foreign policy must therefore take human security into account, i.e. protecting individuals and thase populations from attacks on their fundamental rights. Seen from this viewpoint, the international instruments designed to protect civilian populations in areas of conflict should be reviewed.
