United States : the Dilemmas of the Victor, by Robert E. Hunter The course of US policy in the Middle East since the Gulf war illustrates two contradictory phenomena : a belief in Washington that a permanent military presence will enhance America's ability to secure its long-term interests in the region ; and a récognition that grappling with regional politics requires involvement in difficult and often unrewarding diplomacy and political activity. The United States have two special lessons to learn from the Gulf crisis. The first is that President Bush's call for a « new world order » can be much more than a tactic to put together a coalition for this single purpose.
