From the Court of Nürnberg to the Permanent People's Court, by Edmond Jouve Given the difficulties encountered in the creation of an international criminal court and given the powerlessness of existing international courts in the field of human rights, original solutions have been sought. Some of these have received the approval of the community of nations. This was the case of the Courts of Nürnberg and Tokyo at the end of World War II to which was given the task to judge the chief war criminals of Germany and Japan. Even though these precedents are faulted in that they were born out of "might makes right", they have had the incomparable merit of having opened a "cycle for the future, creating a precedent, the embryo of a tradition".
