Proposals for a French Strategy from 1980 to 1990, by Pierre Eylau-Wagram The present evolution of France's international environment notably modifies the context in which its defence policy was founded since the beginning of the Fifth Republic. What is the strategy France must adopt, given the rise of direct threats and the development of indirect ones? Two solutions must be excluded: the return to a system of collective security under US protection - such a solution would be both politically unrealistic and militarily inappropriate - and France's withdrawal into its "sanctuary" which would constitute a form of abandon.
