Security in Europe and the German problem, by Christoph Bertram The German problem comes to the fore once again, but not in terms of reunification, which is most unlikely in a near future. The fact is that the leadership of the United States of America is no longer so clearly evident and that new responsibilities have been attributed to their allies, particularly in the field of security. The German Federal Republic is therefore called to play a more active role within the Alliance - a role which it has not always been allowed to assume, due to its special status and its inhibitions regarding the past. The problems which have arisen concerning neutronic weapons and strategic atomic arms, which will certainly be included in the SALT III programme, have revealed the difficulties which the Federal government will have to overcome in order to adapt itself to the new situation. In any case, to stop the rebirth of German nationalism which could shake the foundations of European security, there is no other alternative but to favour the participation of the German Federal Republic in the construction of Europe.La sécurité européenne et le problème allemand, par Christoph Bertram La question allemande se pose de nouveau mais pas en termes de réunification, éventualité peu probable dans l'avenir prévisible. Le fait est que les Etats-Unis n'affirment plus aussi nettement leur leadership et que leurs alliés se voient investis de nouvelles responsabilités, notamment dans le domaine de la sécurité. La RFA est ainsi appelée à jouer un rôle plus actif au sein de l'Alliance, mais son statut particulier et les inhibitions du passé ne lui ont pas toujours permis de le faire. Les problèmes qui ont surgi à propos de l'arme neutronique et des armes nucléaires de théâtre et qui ne manqueront pas de se poser dans le cadre des SALT III ont révélé les difficultés que le gouvernement fédéral devra surmonter pour s'adapter à la nouvelle situation. En tout cas, pour empêcher la renaissance d'un nationalisme allemand susceptible d'ébranler les bases de la sécurité européenne, il n'y a pas d'autre alternative que de favoriser la participation de la RFA à la construction européenne.Bertram.
