Italy : the Three Lives of the Régional Leagues, by Giuseppe Sacco The success of the regional Leagues in the Italian élection of 1992 has been welcomed abroad with great attention, as it seemed to reinforce the commonplace of a lack of national unity in the peninsula, and could thus be as usual utilised to strengthen, a contrario, pride and consensus in the populace of other « nation »-states. In reality, as long as they represented a nostalgie longing for the way of life of a pre-modern, pre-industrial, and much less affluent Italy, these parochial movements were utterly unable to gather any significant share of the popular vote. Only when they almost accidentally became an outlet of the actual revolt of the Italian public opinion against the waste and the corruption of the political class which, thanks to the communist menace, has ruled the country all through the Cold War years, could the regional Leagues gather any political force. This success has however coincided with a crucial innovation — the abandonment of the parochial character of the different regional movements, and their merger into a single nation-wide organisation called « North-Centre-South-League », soon to adopt the very significant name of Lega Italica.Le succès des ligues régionales aux élections italiennes de 1992 a suscité un grand intérêt à l'étranger, surtout car il semblait confirmer le lieu commun du manque d'unité nationale dans la péninsule, et pouvait donc être utilisé, comme d'habitude, pour renforcer par comparaison l'orgueil et le consensus dans la masse populaire d'autres Etats-« nations ». En réalité, aussi longtemps qu'ils furent l'expression d'une nostalgie pour le goût qu'avait la vie lorsque l'Italie était moins moderne, moins industrielle, et beaucoup moins riche, ces mouvements ont été absolument incapables d'attirer un pourcentage à peine significatif de l'électorat. Les Ligues n'ont pris de force que lorsqu'elles sont devenue un déversoir de la révolte de l'opinion publique italienne contre les gaspillages et la corruption de la classe politique qui, en jouant sur la menace communiste, a gouverné sans interruption le pays pendant toute la guerre froide. Mais ce succès a coïncidé avec un changement absolument crucial : l'abandon du caractère de clocher des différents mouvements régionaux, et leur fusion dans une « Ligue Nord-Centre-Sud », organisation unique à dimension nationale, qui prendra bientôt le nom significatif de Lega Italica.Sacco.
