It is also clear that its partners need time to adjust to German unity, to which, after initial hesitation, they gave their full political support. Germany should now be judged on the objectives it sets itself. It must seek in its European and foreign policy to build a new role as agent for peace both in Europe and the world rather than content itself with policies of continuity.
