Dix ans de libéralisation des services de télécommunications au Royaume-Uni : un tour d'horizon des changements institutionnels

British institutional transformations are characterized by two aspects, whose economical logic contains several contradictory elements: the desire to encourage competition, and the need to successfully privatize British Telecom. The British government has had to deal with these contradictions. During the seven years of the "duopoly," competition within the fixed network developped only slightly. Technical changes and increase in demand compensated for the negative effects of the duplication of infrastructures; but the present problems of Telepoint illustrate the limits of competition between infrastructures, as soon as there is neither standardization nor a miminům of cooperation among all those involved in order to guarantee the compatibility and inter-operationality among networks. Les transformations institutionnelles brittaniques comportent deux aspects, dont la logique économique présente quelques éléments contradictoires : la volonté affirmée de promouvoir la concurrence, et la nécessité de réussir la privatisation de British Telecom. Le gouvernement britannique a dû gérer cette contradiction. Durant les sept années du duopole, la concurrence sur le réseau fixe se développa peu. Le changement technique et la croissance de la demande ont compensé les effets négatifs de la duplication des infrastructures ; mais les difficultés actuelles de Telepoint illustrent les limites de la concurrence entre infras- tructures, dès lors qu'il n'existe pas une normalisation et une coopération minimale entre les acteurs pour assurer la compatibilité et l'interopérabilité entre les réseaux.
