Herodotus (I 187) locates the tomb of the queen he calls Nitocris inside the Ishtar Gate, in Babylon, and states that Darius opened the grave under the inducement of the inscription she left outside the tomb. Such inscriptions existed in Mesopotamia, but they aimed at dissuading violators of tombs, rather than tempting them. In any event, Mesopotamian funerary customs make the whole story most unlikely. Clearly, the story functions not only as testimony of Darius's unpopularity following his reorganization of the collecting of the tribute, but also of the continuing popularity of those rulers who rebuilt Babylon, from the Assyrian queen Naqi'a to Nebuchadnezzar.
