The definition and characteristics of cloud model, namely interchange model from qualitative concept to quantitative data are expatiated on. Generating methods for normal cloud, reversal cloud and conditional cloud are discussed. With a wide applicability to real world, normal clouds are described to explore the detailed uncertainty of linguistic concepts. The simulation results demonstrate that the method of fuzzy reliability on the basis of cloud models in vehicular location and navigation system is valid and feasible.EI05550-553+5581
