The paper discusses the similarity between the Markov process theory of turbulent diffusion at very large Reynolds number and Kolmogoroff's theory. Based on this analysis, the quantitative relation between the Markov process theory of two-particle's dispersion and the Kolmogoroff's theory is established. In terms of this relation and the results of two-particle's dispersion, the correlation functions and the energy spectrum are obtained, which apply not only to the inertial subrange, but also to the wide range of wavenumbers less than those in the inertial subrange. The present result is an extension of Kolmogoroff's laws.EI
