Alternative methods to animal testing are included in the 3R principle (refine, reduce, replace) defined by Russell & Burch in 1959. In the European Union, the 7th Amendment of the cosmetic directive introduces a ban of animal testing for final cosmetic products and a phase-out of any animal testing for ingredients, with deadlines of 2009 and 2013, respectively. The new REACH regulation on chemicals proposes integrated strategies that make maximum use of non-animal approaches, refined and updated animal testing being used only as a last resort.
