Using periodic, static uniform, and kinematic uniform boundary conditions, estimations and bounds can be obtained from calculations on a large number of "Statistical Volume Elements". Mixed boundary conditions have also been proposed but they do not satisfy the Hill conditions. This presentation deals with a new kind of mixed boundary conditions that satisfies the Hill condition: the normal mixed uniform boundary conditions.
