This report describes the main results of a collaborative learning trajectory (Dec.2017 to Feb.2018) that seeks to strengthen and operationalize MEC’s planning, monitoring and evaluation system. This involved a review of programme documents, work meetings with MEC staff and management, two meetings with the programme steering team and two 2-day workshops with partners (KEC, KED-KTWG, MNEC, MEDG). Chapters one and two outline the rationale and the different steps of the learning trajectory. Chapter three presents MEC’s theory of change in an actor focused way.
