Among the secondary effects of the weakening of the Nation-states, there is the growing porosity of the symbolic frontiers to foreign norms of political practices. The following text uses the most recent theories in the field of international relations to situate the urge to open the frontiers in most parts of the world. Then it recalls the resistance, in matters of information and communication, of the Nation-states of the South and the East through UNESCO, until the rupture provoked by the triumph of democracy over communism.
