The Nation-state crisis and the internal system of political communication: A breaking point named democratisation

Among the secondary effects of the weakening of the Nation-states, there is the growing porosity of the symbolic frontiers to foreign norms of political practices. The following text uses the most recent theories in the field of international relations to situate the urge to open the frontiers in most parts of the world. Then it recalls the resistance, in matters of information and communication, of the Nation-states of the South and the East through UNESCO, until the rupture provoked by the triumph of democracy over communism. Finally, it describes one case, NAFTA, and identifies the probable impact of the outside norms on the interior system of the political communication in Mexico (and on the other countries that follow the same path) through the pressures on the main components of journalism as a sub-system.Parmi les effets secondaires de l'affaiblissement des Etats-nations, on trouve la porosité croissante des frontières symboliques aux normes d'une pratique politique « étrangère ». Ce texte utilise les nouvelles conceptions en matière de relations internationales pour situer l'ouverture accélérée des frontières un peu partout dans le monde. Puis il rappelle la résistance, en matière d'information et de communication, des Etats du Sud et de l'Est à travers le NOMIC, jusqu'à la fracture marquée par le triomphe de la démocratie sur le communisme. Enfin, il se sert d'un cas, celui de FALENA, pour identifier l'impact probable de l'externe sur la communication politique interne du Mexique (et des autres pays qui suivent des chemins semblables) via les pressions sur les articulations principales du sous-système du journalisme
