Tropical forests produce environmental services for the entire planet, yet they are ruled by sovereign states that use them mainly as economic resources. Hence, the term “global public good” does not strictly apply, making the task of achieving global management more complex and hindering progress with the Forest Convention. Although an international forest regime appears to be in the making, it remains embryonic. Adopting multilateral economic instruments would work as a catalyst for a system of this type.
