Participation in decision-making may be seen from different angles: as a principle that requires public demands to be considered through a process of public involvement; or, as a finality in the process of empowerment of local actors involved in sustainable development. A third view is to consider participation as a mechanism of governance that enhances the State’s adaptiveness to social changes.
